What is the standard?

Certificates and quality marks are granted when a batch, product, system, or service meets a predetermined standard. Amendment of a standard

Standards committees regularly assess established standards to determine their ongoing adequacy and the need for updates. If a standard is revised, the corresponding assessment process is also modified accordingly. As a certified organization, you are granted a designated implementation period to incorporate the changes. Subsequently, the certification body conducts a new assessment based on the adjusted requirements.

What is accreditation?

Accreditation, in its formal definition, refers to the acknowledgment by an authoritative organization that another organization or individual possesses the competence to perform a specific task. Every country has its own authoritative organization that is responsible for allowing accreditations to certification bodies or conformity assessment bodies (CAB). In the Netherlands, this organization is the Council for Accreditation (RvA), while in Belgium it is the Belac.

Refreshing Training for Authorized Team Members in Product Certification and Inspection

A refresher training session was conducted on May 6th and 7th, 2023, specifically designed for team members authorized in product certification and inspection. The training took place in Montreal, Canada, with the participation of 50 individuals from 20 Conformity Assessment Bodies (CABs). Leading the training were Krishna Pandey, John Herru, and Danial Lopes.

The training covered various general topics related to the peer-evaluation process. Participants gained insights into the outcome of application reviews, criteria for selecting team members, witnessing procedures, the decision-making process, recent MAC Decisions, relevant documents pertaining to peer evaluation, revisions of EA-2/02 EA Procedure for the evaluation of Conformity Assessment Bodies following the completion of the re-engineering project, and the utilization of MS Teams under EA OneDrive as the platform for peer evaluations.

Engaging discussions arose from the selected topics, including document reviews, the selection of witnessing and file reviews, the scope of accreditation coverage, closing non-conformities, competency criteria for assessors, assessment of new schemes, and the implementation of the preferred standard in alignment with EA-2/17 EA Document on Accreditation for Notification purposes.

Regarding EA-2/17, special emphasis was placed on Annex A, which identifies the preferred harmonized standard for each legislation and module, as well as Annex B, which outlines additional requirements derived from other harmonized standards to support a comprehensive assessment of competence and performance under each module. Specific examples were discussed to prepare evaluators for on-site evaluations.

Breakout sessions provided an opportunity for evaluators to share their experiences and insights within smaller groups, focusing on competency criteria, findings, the accreditation scope (including flexible scopes), and the assessment of independence and impartiality criteria. These collaborative sessions fostered a harmonized understanding among participants, contributing to ongoing improvement in the peer evaluation process.

The Importance of U.S. FDA Accreditation Program

The Laboratory Accreditation for Analyses of Foods (LAAF) program, recognized by the U.S. Food and Drug Administration (FDA), holds great significance in accrediting specific types of food-testing laboratories to meet the standards established in the FDA LAAF Final Rule. This program utilizes ISO/IEC 17025 and the LAAF program specifications, with accreditation provided by JAS-AAS. Food testing labs worldwide are eligible to apply for this program.

What types of testing does the LAAF final rule cover?

Once the LAAF final rule is fully implemented, owners and consignees will be required to engage the services of a LAAF-accredited laboratory for the following food testing purposes:

Supporting the removal of a food product or firm from an import alert through consecutive successful testing, aiming to have them removed from the red list.

Supporting the admission of imported food detained at the border (e.g., human or animal food articles, and returned U.S. goods that are food articles) due to actual or perceived violations of the Federal Food, Drug, and Cosmetic Act. This includes products suspected to contain unapproved food additives or unauthorized food contact substances.

Meeting the requirements of existing FDA food safety regulations when addressing identified or suspected food safety issues. This includes certain tests related to shell eggs, sprouts, and bottled drinking water.

Complying with a directed food laboratory order, a new procedure introduced in this final rule, which allows the FDA to mandate the use of a LAAF-accredited laboratory to address specific, rare instances of identified or suspected food safety problems.

Conducting testing in connection with certain administrative processes, such as tests submitted as part of an appeal against an administrative detention order.
